CVE-2023-46649 is a race condition vulnerability affecting all versions of GitHub Enterprise Server starting from 3.7. An attacker could exploit this issue by converting an organization from a user, ultimately gaining administrator access. This vulnerability posed a significant risk, as it was present in multiple versions and remained unaddressed until the release of versions 3.7.19, 3.8.12, 3.9.7, 3.10.4, and 3.11.1.
