Summary

CVE-2023-46250 is a vulnerability affecting versions 3.7.0 through 3.16.4 of the pypdf library, a free and open-source PDF library for Python. An attacker can exploit this issue by crafting a malicious PDF file that triggers an infinite loop, leading to a single-core CPU utilization of 100%. Unlike memory usage, this issue does not increase over time. The vulnerability can be triggered when the user interacts with the malicious PDF file, such as merging it with another PDF or adding annotations. The issue was resolved in version 3.17.0, and as a workaround, users can manually apply the patch by modifying `pypdf/generic/_data_structures.py`.
