Summary

CVE-1999-1030 is a denial-of-service vulnerability affecting counter.exe 2.70. A remote attacker can trigger this issue by sending an HTTP request with a newline character (%0A) at the end. The malformed entry resulting from this request causes an access violation, leading to a hang in the application and effectively denying service to legitimate users.
