Summary

CVE-1999-0228 is a denial-of-service vulnerability affecting the RPCSS.EXE program, also known as the RPC Locator, in Windows NT operating systems. An attacker can exploit this weakness by sending specially crafted requests to the RPC Locator, causing it to consume excessive system resources and become unresponsive. This results in a denial-of-service condition, making the targeted system unavailable for legitimate users. Exploitation of this vulnerability does not provide any direct system access but can cause significant disruption to network services.
